John Huggins served as the deputy minister of information and as a captain for the Southern California chapter of the Black Panther Party. The file below concerns an investigation classified 176 (Antiriot Laws), specifically potential violations of the Federal Firearms Act and the Omnibus Crime Control and Safe Streets Act of 1968. The FBI investigation indicated that Donald Cox, field marshal, and Alprentice Carter, deputy minister of defense for the Southern California chapter, had purchased weapons that were then distributed at John Huggins's house.

In the midst of this investigation, Huggins and Carter were killed by three members of the US Organization at Campbell Hall on the campus of the University of California at Los Angeles in an apparent conflict for control of the campus Black Student Union. Informed that a retaliation had been planned, the Los Angeles Police Department went to Huggins's home, where BPP members were gathered. They confiscated a large cache of weapons, took Panther files and documents, and arrested twelve Panthers on the charge of conspiracy to commit assault with a deadly weapon.

The FBI closed the file in view of the death of Huggins and because the other persons under investigation were already being prosecuted on local charges.
